I wish I could offer you some better advice, as I used to work at a casino as a cocktail waitress a few years ago, and I can really feel your pain, but by eliminating anything with a wedge-like heel, you've pretty much eliminated all my suggestions. I did do a quick search under some of my favorite comfort brands to see if they had anything that fit your description, and I found a few.

Dansko has always been one of my mother and my own favorite brands for comfort. They really make great shoes if you have to walk around all day. This is their closest model to what you've described. I know the heel is a bit higher, but I promise that Dansko makes the most comfortable shoes I've ever worn!

Honestly, I think that this one by ECCO may be your best bet. Both my mom and grandmother love ECCO's shoes. I had a pair of black ECCO sneakers that I wore when waiting tables, and they were excellent.
