I wore lace tights as a little girl. I don't think anyone thought it was a big deal. Obviously I wasn't wearing them with a mini skirt at that age. As for heels, depends on how high they are. I know a lot of girls who ended up injuring themselves through wearing high heels when still young enough to run about and play.
